This series, issued in late 1906, was Panama's first definitive set to feature portraits of national figures. The stamps were engraved and printed by the Hamilton Bank Note Company in New York, featuring a bicolored design with a central black portrait vignette surrounded by an ornate, colored frame unique to each denomination.

Issued just a few years after Panama declared its independence from Colombia in 1903, this series helped establish a new national identity by honoring key figures from its history.
