This definitive series was issued during the Italian occupation of Montenegro in World War II. The stamps feature portraits of King Victor Emmanuel III of Italy and his wife, Queen Elena of Montenegro, overprinted with 'CRNA GORA' (Montenegro). The designs are based on contemporary Italian definitive stamps, adapted for use in the occupied territory.
Issued following the Axis invasion of Yugoslavia in April 1941, these stamps signify the establishment of the Italian governorate of Montenegro, which lasted until the Italian armistice in September 1943.
