This is a set of seven unissued postage due stamps prepared for the Montenegrin government-in-exile. The design features a central numeral of value within an ornate, rectangular frame, with 'ПОРТО' (Porto) at the top and 'ЦРНА ГОРА' (Crna Gora / Montenegro) at the bottom. These stamps were never officially placed into postal use due to the political circumstances of the time.
Following its annexation by Serbia in 1918 and the creation of Yugoslavia, the Montenegrin government-in-exile continued to operate, producing stamps like these to assert its sovereignty. These unissued stamps are a tangible remnant of Montenegro's struggle for independence after World War I.
