This is a postage due stamp from the Italian Colony of Tripolitania, which would later become part of Libya. The inscriptions 'SEGNATASSE' (Postage Due) and 'CENTESIMI DI LIRA' (Centesimi of a Lira) clarify its purpose and currency.
