This set of four semi-postal stamps features a stylized sun design, a national symbol of Latvia, with three stars above representing the historical regions of Kurzeme, Vidzeme, and Latgale. The stamps were printed on the backs of unfinished German WWI banknotes, a necessity due to paper shortages following the country's declaration of independence. The denomination consists of a postage value and an equal surtax designated for charity.
Issued in December 1918, just one month after Latvia declared its independence, these were the country's first semi-postal stamps. The use of banknote paper reflects the resource scarcity and chaotic conditions of the post-WWI era.
