This definitive stamp features the lesser coat of arms of Latvia, depicting a rising sun with three stars above it, representing the historical regions of Kurzeme, Vidzeme, and Latgale. The design is framed by oak leaves, a national symbol of strength. It was part of a series re-issuing the 1928 10th Anniversary of Independence design with a new watermark.

Issued in 1932, this stamp circulated during Latvia's first period of independence, a time of national identity building between the World Wars, before the country's occupation in 1940.
