This stamp is part of a series issued by the Italian Social Republic (RSI), a German puppet state in northern Italy during World War II. It features a black overprint of a fasces emblem and the initials 'G.N.R.' (Guardia Nazionale Repubblicana) on a pre-existing 25 centesimi stamp from the Italian 'Imperiale' series, which depicted King Victor Emmanuel III.

Issued in 1944, these overprinted stamps represent the RSI's attempt to establish postal authority and erase symbols of the Kingdom of Italy after the armistice of 1943. The 'G.N.R.' was the RSI's new gendarmerie force.
