This stamp features a left-facing portrait of Queen Victoria, based on a drawing by Charles Henry Jeens. The design is framed by ornate scrollwork, with the denomination 'THREE CENTS' prominently displayed at the bottom and 'BILL STAMP' at the top. These stamps were used to pay taxes on financial documents like bills of exchange and promissory notes.

Issued under the authority of the 1864 Inland Revenue Act, this was Canada's first federal revenue stamp. It was required on various commercial papers to signify that the applicable tax had been paid.
