This stamp, intended to be the first postage stamp for Vietnam under French colonial rule, features an allegorical design. It depicts a seated figure representing France holding a tablet inscribed with 'POSTES' and the denomination '5c'. The design is framed by ornate scrollwork and includes the inscription 'INDO-CHINE' at the top.

Prepared in 1888 for use in the French protectorates of Annam and Tonkin, these stamps were never officially issued due to a change in postal administration. They are considered the first stamps specifically created for Vietnam.
