This is a provisional postage stamp created by surcharging an existing issue. A new face value of 10đ (đồng) was printed in black over the original 20đ denomination of the 1959 stamp featuring a junk boat. The overprint also includes a black bar to obscure the old value.
Issued by the Republic of Vietnam (South Vietnam), such surcharges were common to quickly adapt existing stamp stocks to new postal rates or due to currency inflation during a period of political instability.
