This provisional stamp features an overprint on a French Indochina stamp originally depicting Governor-General Albert Sarraut. The overprint, reading "VIỆT-NAM DÂN-CHỦ CỘNG-HÒA / BƯU-CHÍNH / 1c", obscures the original design and revalues it for use by the new Democratic Republic of Vietnam. The underlying stamp is a 1 centime Thomas Jefferson design from the United States' 1938 Presidential Series, which was printed for use in French Indochina but never issued.
Issued in September 1945, this stamp is one of the very first issues of the Democratic Republic of Vietnam, following the August Revolution and Ho Chi Minh's declaration of independence. These provisional stamps were created by overprinting existing French Indochina stock due to the immediate need for postage.
