It was created by overprinting a 5000 ruble definitive stamp with a new value and was intended for use on official mail sent from Soviet embassies, particularly from the embassy in Berlin, Germany.

Issued during a period of hyperinflation in the early Soviet Union, this stamp was created to pay airmail postage from Germany to Moscow. Its use was very limited, contributing to its significant rarity.
