This provisional stamp features a black trident overprint on a definitive stamp of the former Soviet Union. The underlying stamp is the USSR 15 Kopek issue from the 13th definitive series, depicting the Kremlin's Spasskaya Tower. The overprint signifies the transition of postal authority to the newly independent Ukrainian state.

Issued in 1992 following the dissolution of the Soviet Union, this stamp is one of Ukraine's first postage stamps as an independent nation. Due to currency instability and a lack of new designs, existing Soviet stamps were overprinted with the Ukrainian trident (Tryzub) and a new denomination in Karbovanetsiv.
