This is a provisional stamp created by overprinting an earlier issue. The original stamp, a 2 Annas carmine definitive from 1958 featuring Sheikh Abdullah III Al-Salim Al-Sabah, was surcharged with the new decimal currency value of '15 Naye Paise'. The overprint is in black ink.
Issued in 1961, this stamp marks Kuwait's transition from the Indian Rupee to its own currency, the Kuwaiti Dinar, following its independence from the United Kingdom. Provisional overprints were necessary to adapt existing stamp stocks to the new decimal currency system.
