This set of two stamps commemorates the 2nd Gulf Cooperation Council (GCC) Summit held in Riyadh. The 20 Halala stamp features the flags of the six member states (Bahrain, Kuwait, Oman, Qatar, Saudi Arabia, and the UAE) arranged in a circle. The 80 Halala stamp displays a map of the Arabian Peninsula with the GCC member countries highlighted.

Issued to mark the second summit of the Gulf Cooperation Council, a regional political and economic union formed in 1981 to foster cooperation among its member states.
