This is a provisional overprint in black text 'Почта Украины 14.93 купона' on a Soviet Union postal envelope. The original envelope features a stylized globe with a hammer and sickle emblem and the denomination '7 копеек'.
This provisional issue reflects the economic and political transition in Ukraine following the dissolution of the Soviet Union in 1991. The overprint revalued existing Soviet postal stationery to the new Ukrainian coupon currency, which was a temporary currency before the introduction of the Hryvnia.
