This stamp features the Polish eagle, a national symbol, within a circular frame. It was prepared for the Warsaw local post under German occupation during World War I but was never officially issued for postal use.

During the German occupation of Warsaw in 1915, a Citizen's Committee was permitted to organize a local mail service. These stamps were printed for that purpose but were ultimately not released.
