The stamp features a central portrait of José Rizal, facing left, within an ornate oval frame. 'PHILIPPINE ISLANDS' is inscribed at the top, 'UNITED STATES OF AMERICA' at the bottom, and '2 CENTS' on either side.
Issued during the American colonial period, this stamp series replaced earlier Spanish colonial issues, signifying the new administration. The inclusion of José Rizal, a revered national hero, served to acknowledge Filipino identity under American rule.
