This set of 18 stamps features a portrait of King Nicholas I of Montenegro. They were issued by the Montenegrin government-in-exile, which was based in Gaeta, Italy, following the annexation of Montenegro by Serbia after World War I. The stamps were intended for postal use within the exile community and to assert Montenegro's continued sovereignty.

Following World War I, Montenegro was absorbed into the new Kingdom of Serbs, Croats, and Slovenes (later Yugoslavia), a move disputed by loyalists. King Nicholas I and his government established a government-in-exile in Italy, continuing to issue stamps as a symbol of their legitimacy.
