This stamp was issued as part of the first coordinated Europa series organized by the Conference of European Postal and Telecommunications Administrations (CEPT). The design, common to all participating countries, features a stylized wheel composed of 19 spokes, representing the 19 founding members of CEPT. The design was created by Finnish artist Pentti Rahikainen.

Issued in 1960, this stamp represents Ireland's participation in the early post-war movement towards European integration and cooperation, symbolized by the unified CEPT stamp designs.
