This set of labels, often referred to as 'exile stamps', was produced for propaganda purposes by Croatian nationalist groups abroad. The designs feature various symbolic and political motifs related to the Ustaše movement's aspirations for an independent Croatian state. They were not valid for postage and are considered Cinderella items by philatelists.

These labels were issued in 1934 by the Ustaše, a Croatian fascist and ultranationalist organization, while in exile. This was the same year the Ustaše assassinated King Alexander I of Yugoslavia, reflecting the intense political turmoil in the region leading up to World War II.
