This is a set of 14 imperforate essays for the first definitive series of the Independent State of Croatia. The design features a right-facing portrait of Ante Pavelić, the leader of the Ustaše movement and head of state. The essays are printed in various single colors corresponding to the proposed denominations.

Issued shortly after the establishment of the Independent State of Croatia (NDH), a World War II puppet state of Germany and Italy, these stamps represent the new political regime. Ante Pavelić's portrait replaced that of the Yugoslavian monarchy.
