This stamp is a French definitive issue, specifically the 'Sower' type, which has been overprinted for use in French-occupied Cilicia (Armenia). The overprint reads 'T.E.O. CILICIE' (Territoires Ennemis Occupés, or Occupied Enemy Territories) and includes a new denomination of '1 PIASTRE'.

Following World War I and the collapse of the Ottoman Empire, French forces occupied Cilicia. These overprinted stamps were issued for postal use in the occupied territory between 1919 and 1921.
