The design, created by Jules-Auguste Sage, features allegorical figures representing Peace and Commerce clasping hands over a globe.

At the turn of the 20th century, several European powers maintained their own post offices in Egypt due to extraterritorial rights granted by the Ottoman Empire. This stamp represents France's postal operations in Alexandria and Port Said before Egypt established full postal sovereignty.
