This stamp is a Belgian definitive from the 'Blind King' series featuring King Albert I, overprinted with 'Eupen & Malmédy' for use in the territories transferred from Germany. The overprint is in black serifed capital letters. The base stamp depicts a right-facing portrait of the king, who was celebrated for his leadership during World War I.
Following the Treaty of Versailles in 1919, the German territories of Eupen and Malmédy were transferred to Belgium. These overprinted stamps were issued for postal use during the transitional period in 1920 before regular Belgian stamps became standard.
