It is an overprint on a 1901 Turkish stamp, with a double-headed eagle and the word 'SHQIPËNIA' (Albania) printed over the original design. This issue marks the first official postage stamp of independent Albania.

Issued shortly after Albania declared its independence from the Ottoman Empire in November 1912, these overprinted Turkish stamps were a provisional measure to establish a national postal service.
